Land Use Development and Zoning

LUDZ is an initiative under our Community Impact Committee (CIC), that addresses all the issues and questions the community needs answered concerning most residents’ biggest investment, their homes! They get to guide and control how land in certain areas can be used and developed, and how it can better the community.

How do you and others use the land? How does certain types of development affect your property value and quality of life? How will the most recent bills passed on June 12th, 2025, affect us moving forward? Bill numbers 250212, 250525, 250530, and 250668 (The HOME Plan).

These bills could potentially:

  • Strip power from RCO’s, Residents and neighborhoods

  • Violate your Civil Rights, including:

    • Title VI of the Civil rights Act

    • Fair housing act (Disparte Impact Standard)

    • HUD’s AFFH Rule & Community Participation (24 CFR Part 91)

    • 14th Amendment Equal Protection Clause

They remove your voice in what happens on your block, in your neighborhood, and across the city.

What is RTA-2 zoning, and how does it affect RSA-5 protections for working-class neighborhoods? Does it permit dense rental-only buildings without oversight, displacing homeowners? Will community input, RCO hearings, and Council control be ignored? If so, are civil rights violated, targeting oppressed areas by bypassing public process, zoning maps, and HUD compliance?

In addition to this immediate action needed around these bills there is currently a group forming to meet around the Mt. Airy 2025 Plan and how it relates to the city’s 2035 Comprehensive Plan (Philadelphia 2050). Those interested in joining this project are welcome to sign up.
